Let us introduce ourselves – we are Sain Associates’ Pulaski Team! In 1997, Sain Associates opened our branch office in Pulaski, Tennessee. Located an hour south of Nashville, our city is known for its tight-knit community and beautiful landscape.
Our office is nestled downtown, just a short walk from the Giles County Courthouse. Over the years, our office has grown in both number of employees and service offerings. We currently have four full-time employees and two interns on our team. Two of our team members work mostly from Sain’s Huntsville office but make the short commute to our office each week to collaborate on projects and facilitate comradery amongst our locations.
We offer a variety of services across Tennessee and team on projects with Sain’s Birmingham and Huntsville offices. Our team maintains on-call contracts with the Tennessee Department of Transportation (TDOT) and provides engineering and consulting services to various agencies, cities, and counties.

Richard R. Holt, P.E., M.ASCE
Tennessee Branch Manager
Richard has over 29 years of professional experience in transportation engineering and consulting. His experience includes producing and managing roadway design projects, developing Transportation Planning Reports (TPR) and functional plans, and Project Development Reports (PDR) He is a registered Professional Engineer in Tennessee, Alabama, Georgia, Florida, Louisiana, and Maine.
Richard obtained his Bachelor of Science in Civil Engineering from Tennessee Technological University in Cookeville, Tennessee. He is a member of the Order of the Engineer[WB1] , Tennessee Institute of Transportation Engineers, the American Society of Civil Engineers, and the American Society of Highway Engineers. He is an active member of the Kiwanis Club of Giles County and Sons of the American Legion. Each year, Richard plays an active role in the Trent Holt 5k: an annual fundraiser for scholarships and local charities established to honor the memory of his son, Trent.

We enjoy the opportunity to better serve the state of Tennessee by living and working in Pulaski. We are currently looking for a CAD Technician to join our team. On a typical day, you will support our project manager on transportation projects and safety evaluations. This position is ideal for someone who enjoys design work, learning about federal and DOT requirements, and has a passion for transportation safety. We hope you join our team!
