How to Obtain TAP Funding for Local Jurisdictions

If you’re a local jurisdiction and you’ve ever thought…

  • “We’d love to build that sidewalk.”
  • “Our downtown could really use better pedestrian connections.”
  • “This greenway project has been on our wish list forever…”

Then let’s talk about one of my favorite funding programs: Transportation Alternatives Program (TAP) funding. Because yes — that sidewalk, streetscape, multi-use trail, or a safer route to school might be possible. Let’s break it down.

First Things First: What Is TAP?

The Transportation Alternatives Program (TAP) is a federal funding program that supports projects focused on:

  • Sidewalks and pedestrian facilities
  • Bicycle infrastructure
  • Multi-use paths and greenways
  • Streetscape enhancements
  • Historic preservation related to transportation

In short? If it helps people move safely and comfortably outside of a vehicle — TAP probably wants to hear about it.

Step 1: Make Sure Your Project Is TAP-Eligible

Before you get too far down the road (pun intended), ask yourself:

  • Does this project improve pedestrian or bicycle mobility?
  • Is it transportation-related?
  • Is it publicly accessible?
  • Does it align with long-range transportation plans?
  • Is the improvement/project part of a larger municipal plan, such as a bicycle/pedestrian or comprehensive plan?

If you’re not sure — that’s where an early conversation with your MPO, ALDOT, or an experienced consultant can save you time and headaches.

Pro tip: Projects that improve safety and connectivity tend to rise to the top.

Step 2: Know the Timeline (Yes, There’s a Deadline)

TAP funding cycles don’t stay open forever. Each state administers the program slightly differently, and application windows can sneak up on you. When a call for projects is announced:

  • Review application guidance immediately
  • Attend informational workshops
  • Confirm match requirements
  • Start gathering documentation

This is not a “we’ll pull it together next week” situation. Strong applications take preparation.

Step 3: Understand the Match Requirement

TAP requires a local match, which means your jurisdiction needs to commit funds, you need leadership buy-in, and the project must be financially feasible.

Showing local commitment strengthens your application. It demonstrates that your community is invested — not just grant-hunting.

Step 4: Build a Compelling Story (This Is Where You Win)

TAP isn’t just about concrete and striping. It’s about impact. Ask yourself:

  • Who benefits from this project?
  • Is there a school nearby?
  • Does this close a gap in an existing sidewalk network?
  • Will it improve safety along a high-traffic corridor?
  • Does it connect neighborhoods to parks, downtown, or transit?

Data, crash history, and connectivity maps matter, but so does telling the story of why this project matters to your community. The best TAP applications combine technical accuracy, strong cost estimates, clear maps and exhibits, and a compelling community narrative.

Where Sain Associates Can Help

Here’s the part many communities underestimate: TAP applications aren’t just paperwork. They’re strategic.

At Sain, we help local jurisdictions:

  • Evaluate whether a project is truly TAP-ready
  • Develop realistic cost estimates
  • Prepare concept layouts and exhibits
  • Assess right-of-way considerations
  • Align projects with long-range plans
  • Craft strong, competitive applications

If your project is awarded, we can stay with you through environmental documentation, design and engineering, federal compliance coordination, and construction engineering and inspection. In other words, we don’t just help you apply; we help you deliver. Because winning funding is exciting. Successfully completing the project? That’s the real win.

So… Is TAP Right for You?

If your community has been talking about a missing sidewalk link, a downtown revitalization effort, a greenway expansion, a safer route for students, or a pedestrian improvement along a busy corridor, it may be time to explore TAP funding. The key is starting early, asking questions, and building a strong foundation before the application window opens.

TAP funding can turn “we’ve always wanted to…” into “we’re under construction.” And that’s one of my favorite transformations to be part of.

If your jurisdiction is considering applying — or just wants to understand where to begin — Sain Associates would love to help you evaluate your next steps and position your project for success. The best TAP applications don’t happen at the deadline; they start months before.
