Richard has over 29 years of professional experience in transportation engineering. He manages Sain’s branch office in Pulaski, Tennessee. His experience creates particular design and management strengths in the development of Transportation Planning Reports (TPR) and functional plans, Project Development Reports (PDR), as well as roadway design plans beginning with the survey through to the finished product of a complete set of roadway construction plans. He is a registered Professional Engineer in Tennessee, Alabama, Georgia, Florida, Louisiana, and Maine.
Richard obtained his Bachelor of Science in Civil Engineering from Tennessee Technological University in Cookeville, Tennessee. He is a member of the Tennessee Institute of Transportation Engineers, the American Society of Civil Engineers, and the American Society of Highway Engineers. He is an active member of the Kiwanis Club of Giles County and Sons of the American Legion. Each year, Richard plays an active role in the Trent Holt 5k: an annual fundraiser for scholarships and local charities established to honor the memory of his son, Trent.
