Charles Cochran, P.E., PTOE, RSP1

Charles serves as the Assistant Director of Traffic Engineering. With over a decade of experience, his expertise includes traffic impact studies, traffic operation studies, access management, traffic signal designs and retiming, roadway safety audits, at-grade railroad crossing safety audits, and traffic simulation modeling.

Charles holds both a Master and Bachelor of Science in Civil Engineering from The University of Alabama. He is a licensed Professional Engineer in Alabama, Louisiana, Tennessee, and Mississippi, and he is also certified as a Professional Traffic Operations Engineer and Road Safety Professional. Actively involved in the industry, Charles is a member of the Institute of Transportation Engineers (ITE) at both the international and state levels. His work has been featured in transportation research, including a publication on economic sustainability for the Alabama Department of Transportation.
