Gibson County, TN
CLIENT: TDOT

Sain Associates provided professional engineering services for the design of traffic signal improvements at the intersection of SR-43 (US-45E, South First Street) and Kefauver Drive in Gibson County, Tennessee. The scope of work included traffic signal design, signing, striping, sidewalk, and the preparation of Right-of-Way (ROW), Plan-in-Hand, PS&E plans in accordance with TDOT standards. The project was guided by a final Road Safety Audit (RSA) completed by Sain and signed on June 10, 2020. TDOT provided the base survey data, and ROW and construction easements were acquired as a part of the project.
The design process involved stakeholder collaboration through site reviews, constructability assessments, and detailed plan development, including ROW, Plan-in-Hand, and PS&E field reviews. Sain prepared all necessary plan components—from title sheets and property maps to signal layouts and traffic control plans—in alignment with TDOT’s Roadway Design Guidelines and standard drawings, Traffic Operations Manual, and Multi-Modal Design Manual. Throughout the project, Sain submitted documentation and addressed review comments to ensure regulatory compliance and design clarity. The completed plans supported a fully coordinated, safety-focused intersection improvement that enhanced mobility and pedestrian access in the area.
