Sain Associates is currently providing engineering services to the City of Pulaski for the resurfacing and restriping of select city streets, supported by State Surface Transportation Block Grant (STBG) Funds. This effort includes comprehensive preliminary engineering and environmental coordination in compliance with the National Environmental Policy Act (NEPA), in partnership with the Tennessee Department of Transportation (TDOT) and the Federal Highway Administration (FHWA). Sain is also guiding the City through TDOT’s public involvement process to ensure appropriate community input and engagement throughout the project development.
Our scope of work encompasses field survey, development of preliminary design plans, and the provision of right-of-way services necessary to achieve TDOT right-of-way and utility/railroad certifications. We are also responsible for preparing detailed construction documents, cost estimates, and bid packages required to obtain TDOT’s Notice to Proceed for the construction phase. Once construction begins, Sain will provide Construction Engineering Inspection (CEI) services to ensure quality assurance and contract compliance. This project represents a continued commitment to improving the safety, appearance, and functionality of Pulaski’s transportation infrastructure.
