Phenix City was awarded Neighborhood Access and Equity (NAE) funding through the U.S. Department of Transportation’s Reconnecting Communities Pilot (RCP) Program—an initiative focused on addressing the impacts of past transportation decisions and restoring connectivity within communities. The RCP program prioritizes improving access to essential daily needs, including employment opportunities, education, healthcare, food, green space, and recreational amenities. Central to the program is a commitment to community-supported planning and implementation of infrastructure solutions that foster equitable access and mobility.
The Phenix City Reconnecting Communities Project centers on a comprehensive study of the Crawford Road/13th Street corridor, extending approximately 1.9 miles from U.S. Highway 280 to the Alabama-Georgia state line at the Chattahoochee River bridge. This corridor serves as a critical link between neighborhoods, regional destinations, and downtown areas on both sides of the river.
Sain Associates is leading the project and providing a detailed review of existing conditions, coordination of public engagement and outreach efforts, and development of corridor improvement recommendations. Through this work, our team will identify barriers to connectivity and develop context-sensitive solutions that enhance safety, accessibility, and multimodal mobility.
A strong emphasis is placed on community input to ensure that proposed improvements reflect the needs and priorities of residents and stakeholders. The outcome of the study will provide a clear, actionable roadmap for future investments that reconnect neighborhoods, improve quality of life, and support long-term economic vitality in Phenix City.
