Pelham High School Infrastructure Improvements

Pelham, AL

CLIENT: Pelham City Schools

FUNDING: Alabama Building Commission (ABC), Shelby County, and the City of Pelham

Sain Associates provided surveying, engineering, agency approvals, and construction assistance services for infrastructure improvements at Pelham High School. The project was based on a previously developed traffic circulation plan prepared by Sain.

The improvements focused on enhancing traffic flow, safety, and accessibility throughout the campus. Key elements of the project included modifications to access points along Bearden Road, converting the northern intersection to exit-only access and the southern intersection to entrance-only access. The existing right-turn lane at the northern intersection was closed, and the middle entrance was widened to approximately 30 feet. Panther Circle was improved to better accommodate circulation, including widening portions of the roadway to support two-way traffic and realigning sections behind the football stadium to accommodate relocated visitor bus parking. Parking configurations were updated, including converting diagonal parking to parallel parking and improving access to the baseball field parking area through the addition of landscaped islands and revised entry/exit points.

Pedestrian accessibility was enhanced through the installation of new sidewalks, including a 6-foot sidewalk along the southern leg of Panther Circle and additional connections between school facilities. A 10-foot sidewalk was also installed along the northern leg of Panther Circle to improve connectivity between parking areas and the stadium. Pedestrian improvements were complemented by the installation of pedestal lighting along modified walkways. Additional site enhancements included landscaped islands at key entrances, relocation of visitor bus parking near the football stadium, and rehabilitation of existing pavement through fog sealing and patching where full reconstruction was not required. Sain also evaluated right-of-way needs and coordinated with utility providers to address potential conflicts.

Sain prepared comprehensive roadway construction plans, including plan and profile sheets, traffic control layouts, erosion control plans, and signing and striping details. Our team coordinated with the Owner, Alabama Building Commission (ABC), Shelby County, and the City of Pelham throughout design and permitting.

Lighting design was completed in coordination with Edmonds Engineering, landscape architecture services were provided by Nimrod Long and Associates, and geotechnical investigations were performed by Building and Earth.

Sain also provided contract documents and bid administration services, including preparation of construction documents, bid review, and award recommendations in accordance with Alabama Building Commission requirements. During construction, Sain delivered construction engineering and inspection services, including regular site visits, milestone inspections, and documentation to ensure compliance with project plans and specifications. Surveying services included topographic data collection along Panther Circle to support design and construction.

The project was successfully completed, resulting in improved traffic circulation, enhanced pedestrian safety, and upgraded campus infrastructure for Pelham High School.
