Sain Associates provided civil design, traffic, and surveying services for the Chattanooga Veterans Affairs (VA) Outpatient Clinic at 6401 Shallowford Road. We partnered with Meyer Najem, U.S. Federal Properties, and Hoefer Wysocki Architects, now Hoefer Welker, on this pursuit. We also partnered with U.S. Federal Properties and Hoefer Welker on VA facilities in Mobile, Alabama; Montgomery, Alabama; Birmingham, Alabama; and Jacksonville, Florida.

This single-story, 100,570 square-foot clinic was completed in 2020 and provides primary care, mental health, dental, audiology, podiatry, cardiology, laboratories, EKGs, as well as x-ray and CT scan rooms. It also includes five Patient-centered Acute Care Training (PACT) modules, which include specialty clinics, telehealth, and standard exam rooms.

Unique attributes of this project were the oddly shaped lot, steep terrain, and abutted residential areas. Our biggest challenge was the topography of the site. The middle of the site was a high point, and it generally dropped in elevation to the roads. We incorporated retaining walls on several sides of the property to overcome the elevation change, and all truck traffic had to access the site from the side road due to the grade of the entrance road.

Site access onto Standifer Gap Road proved challenging due to limited sight distance. Sain’s Traffic Team worked with the City of Chattanooga to have the right-of-way trimmed, additional signage on Standifer Gap Road, and traffic control measures implemented to prevent a right turn out of the site.

Our team was proud to be part of a project that will serve 25,000 veterans in the Chattanooga area for many years to come.
