The City of Alabaster sought to address growing traffic congestion and operational challenges along the AL-119 corridor from Fulton Springs Road (CR-26) to 1st Street SW. With recent widening projects increasing roadway capacity from US-31 to Smokey Road (CR-12) and continued population growth, the corridor began experiencing heightened congestion during peak travel periods. To improve traffic flow, safety, and long-term signal management, the City partnered with Sain Associates to evaluate and enhance corridor signal operations.

The project originated from an intersection study led by Sain Associates. Through the study process, Sain identified an opportunity for the City to pursue ATRIP-II funding to implement a corridor-wide signal system upgrade. Sain worked closely with the City to develop the funding application, which was successfully awarded to support construction and construction engineering & inspection (CE&I) phases.

Sain is assisting the City in advancing the project toward design and construction by preparing plans that conform to ALDOT standards and having close coordination with ALDOT on signal equipment, communication systems, and operational uniformity. The upgraded corridor will improve signal coordination, left-turn operations, and communication connectivity, allowing both the City and ALDOT to better monitor and manage the corridor’s performance.
