Sain Associates partnered with the East Alabama Regional Planning & Development Commission (EARPDC) and the City of Oxford to evaluate opportunities for bicycle and pedestrian connections along all local roadways and to prepare a comprehensive Bicycle and Pedestrian Plan called “Oxford on the Move.” A primary goal of the study was to identify a connection from the Chief Ladiga Trail to downtown Oxford and Hobson City, while also evaluating other key links throughout the City.
The Oxford Bicycle and Pedestrian Plan serves as both a graphic representation of the City’s non-motorized transportation vision and a policy document to guide future infrastructure decisions for cyclists and pedestrians. The Plan provides direction for both long-range system development and short-range implementation as funding becomes available. Through a project kickoff meeting, Sain worked with City stakeholders to define study priorities, confirm expectations, and establish a steering committee to guide the planning process.
The study included development of GIS base mapping, a comprehensive review of existing conditions, and a public involvement meeting supported by a community survey. Based on these efforts, Sain developed preliminary recommendations for bicycle and pedestrian connections, presented findings to the stakeholder team for input, and prepared conceptual mapping of recommended improvements. The project also included ongoing progress meetings, identification of short-term implementation strategies, and preparation of a final report documenting recommendations and next steps for the City.
