Wadley, AL
CLIENT: Town of Wadley
FUNDING: FY 2023 Transportation Alternatives Program (TAP)

Sain Associates provided engineering and surveying services for the Town of Wadley’s Downtown Streetscape Improvements project, which was funded through the FY 2023 Transportation Alternatives Program (TAP). The project was administered through the Alabama Department of Transportation (ALDOT) in coordination with the Town, with all design reviews and approvals completed in accordance with ALDOT requirements.
The purpose of the project was to enhance pedestrian accessibility, safety, and aesthetics along Highway 77 (Main Street) through the downtown corridor. The project included the replacement of existing sidewalks along both sides of Highway 77 from Broad Street to Highway 22 (Lee Street). At the southern terminus, Sain coordinated the design with an ALDOT bridge replacement project to provide a seamless sidewalk connection. At the northern terminus, the new sidewalks tied into existing pedestrian infrastructure, with a connection to the nearby park on Highland Circle. Intersection improvements, including bulb-outs, were incorporated to improve pedestrian safety, which required minor adjustments to on-street parking in select areas.
Sain Associates performed topographic surveying and right-of-way research to support the design. Utility coordination was a key component of the project due to the presence of existing infrastructure within the corridor. Sain worked closely with utility providers to identify potential conflicts and avoid impacts where possible. In select locations, curb and gutter were replaced to accommodate the new sidewalk alignment. Drainage improvements were included where needed to address localized ponding, although the project did not significantly increase impervious surface area and did not require a comprehensive drainage analysis.
Sain Associates prepared construction plans in accordance with ALDOT standards, including typical sections, roadway and pedestrian layout, traffic control, erosion control, drainage details, and pedestrian crossing enhancements. Lighting design services were provided by Dewberry to enhance visibility and safety along the corridor.
Sain submitted plans at key milestones for review by the Town and ALDOT and addressed all comments through final approval. Sain also assisted the Town during the bidding phase by preparing special provisions, responding to contractor questions, and attending the bid opening.
Overall, the Downtown Streetscape Improvements project enhanced the walkability, safety, and visual appeal of Wadley’s downtown corridor, supporting improved connectivity and community vitality.
