Sain Associates provided civil design, roadway, and infrastructure services for the $65 million North Jacksonville Veterans Affairs (VA) Outpatient Clinic and Domiciliary at 1536 North Jefferson Street. We partnered with Meyer Najem, U.S. Federal Properties, and Hoefer Wysocki Architects, now Hoefer Welker, on this pursuit. We also partnered with U.S. Federal Properties and Hoefer Welker on VA facilities in Mobile, Alabama; Montgomery, Alabama; Birmingham, Alabama; and Chattanooga, Tennessee.

The design plans were completed in the Spring of 2021. The building is part of a larger development with multiple stakeholders. One of the biggest challenges was determining the layout to meet the 1,150 parking spaces required by the VA, which also incorporated six outparcels and an extension on Heron Bay Road that avoided the wetlands surrounding the site. To obtain the necessary parking spaces, the existing detention pond was filled in, and a new detention pond was constructed and over-excavated to generate fill material for the site. Modular retaining walls were used to avoid impacts on the wetlands. The stormwater drainage was designed to meet the City of Jacksonville’s requirements and the St. Johns River Water Management District.

The nearly 173,000-square-foot clinic and 29,000 square-foot residential treatment domiciliary provides primary care, radiology, optometry, audiology, pathology, and mental health services all under one roof. The 30-bed domiciliary will be used for rehab and treatment for homeless veterans.
