Let us introduce ourselves – we are Sain Associates’ Traffic Team! Sain is widely recognized as one of the top traffic engineering firms in Alabama, with 15 Traffic Team members serving clients from our Birmingham headquarters and branch offices in Auburn, Mobile, and Huntsville, Alabama, and Pulaski, Tennessee. We have worked throughout the Southeast to improve traffic flow, reduce roadway crashes, and help plan for the growth of our cities.
Our team offers a broad range of transportation services through our collective knowledge base. We maintain on-call contracts with the Alabama Department of Transportation (ALDOT) and the Tennessee Department of Transportation (TDOT). Sain provides engineering and consulting services to various agencies, including the Birmingham Regional Planning Commission and numerous cities and counties across Alabama. Some of our traffic services include traffic impact analysis and simulation modeling, event traffic management, signal design and timing, ITS planning and design, feasibility studies, access management, at-grade railroad crossing diagnostics, and many others.

Jeff Stephenson, P.E., PTOE, serves as the Transportation Team Leader and is an Associate at Sain. Jeff has nearly 25 years of transportation engineering experience throughout Alabama and the southeastern United States. He leads Sain’s traffic engineering and transportation planning staff and has completed numerous traffic signal system and ITS designs, traffic impact studies, interchange studies, safety evaluations, and advance planning projects for both public and private sector clients. Jeff is a registered Professional Engineer in 11 states and holds a Professional Traffic Operations Engineer certification. Jeff obtained his Bachelor of Science and Master of Science in Civil Engineering degrees from the University of Alabama. He is a member of the Gulf Region Intelligent Transportation Society and the Institute of Transportation Engineers.
Paul Gilliam, P.E., PTOE, is a Senior Project Manager and Associate for the Traffic Team at Sain. Paul has over 30 years of experience performing and managing traffic engineering and transportation planning projects in over a dozen states for various public and private sector clients. A registered Professional Traffic Operations Engineer, he is an expert in traffic simulation modeling and travel demand forecasting, particularly the interaction between traffic simulation and travel demand modeling. Paul joined Sain in 2018 with the acquisition of his firm, Vision Engineering and Planning, LLC. Paul obtained his Bachelor of Science in Civil Engineering from the University of Wisconsin-Milwaukee and his Master of Engineering in Transportation from the University of Maryland-College Park. He is a member of the Institute of Transportation Engineers.
