Sain Associates prepared a Concept of Operations document, which gave consideration to traffic signal control technology enhancements along major and some minor arterials that are within the Smoothed Urban Boundary of the Eastern Shore Metropolitan Planning Organization (ESMPO). Sain conducted on-street equipment inventories and due diligence, selected an adaptive signal control system to be implemented, and coordinated with ALDOT and FHWA to obtain conceptual approval of the project by use of Systems Engineering. We also prepared design plans to implement SCOOT adaptive signal control on US-98 and portions of US-31 and US-90 in Baldwin County.
